Oracle Cloud Infrastructure has the most generous perpetual free offering among the large platforms. It is a real product, not a trial, and for small always-on workloads it can be sufficient by itself. It also has one characteristic that frustrates newcomers.
What always free means here
Unlike free tiers elsewhere that expire after twelve months, Oracle’s always free allowances persist. They cover a meaningful amount of compute, block storage, object storage and an autonomous database, along with networking essentials.
The Arm-based Ampere allocation is the standout, because it is enough to run genuinely useful workloads rather than a token instance.
The catch: capacity
Always free compute is offered on a best-effort basis. In busy regions, provisioning frequently fails with an out-of-capacity error. This is not a bug and there is no queue to join; it is what free capacity means in practice.
Workarounds people use: try a different availability domain, try at a quieter time, or choose a less busy home region when creating the tenancy. The home region cannot be changed afterwards, so it is worth a moment’s thought at sign-up.
Trial credit and what happens after
New accounts receive a trial credit valid for a limited window. When it expires or is exhausted, the account does not simply stop. It reverts to always free, and any resources exceeding free allowances are reclaimed.
That reclamation surprises people who built something during the trial and assumed it would persist. Plan for it: know which resources fit inside the free allowances before the trial ends.
Upgrading to pay as you go
Upgrading converts to standard billing and changes three things:
- Capacity priority. You are no longer competing for best-effort capacity, so provisioning becomes reliable.
- Service access. Some shapes and services are unavailable to free accounts.
- Higher limits, with increases requestable.
Critically, upgrading does not remove the always free allowances. You keep them and pay only beyond them, which makes an upgraded account strictly better than a free one for anything you depend on. Our Oracle Cloud listings cover both a free trial configuration with $300 credit and an upgraded pay as you go configuration.
Where OCI is genuinely strong
- Oracle Database workloads, where licensing and integration friction disappears.
- Arm compute, frequently the best price for performance available anywhere.
- Egress allowances, more generous than the big three, which matters for content-heavy workloads. See cloud egress costs explained.
Where it is not
The third-party ecosystem is thinner than AWS and fewer engineers have prior OCI experience, which shows up in hiring and ramp-up time. For analytics-centred products, Google Cloud remains stronger. See AWS vs Oracle Cloud.
Common questions
Why can I not launch a free Arm instance?
Capacity in your region is exhausted. Try another availability domain or upgrade the account.
Do I lose free allowances when I upgrade?
No. They continue and you pay only for usage beyond them.
Can I change my home region?
No. It is set when the tenancy is created.
