Serving users in China raises a question no other region does. Hosting inside mainland China is fast for local users and requires a legal registration that takes time and a local presence. Hosting just outside is slower but immediate.
What an ICP filing is
An ICP filing is a registration with Chinese authorities required to serve a website from a mainland China data centre. Two things follow:
- It requires a legal entity in China, or a sponsor arrangement, and identity documentation.
- It takes time. Plan in weeks, not days, and expect back-and-forth.
There is a distinction between a basic filing for informational sites and a commercial licence for sites conducting transactions. Which you need depends on what your site does.
Why bother
Latency and reliability for users inside mainland China. Traffic crossing the border behaves differently from domestic traffic, and for interactive applications the difference is noticeable.
If China is a primary market rather than an incidental one, hosting domestically is the difference between an application that feels local and one that does not.
The Hong Kong route
Hong Kong regions do not require an ICP filing. This is the common compromise:
| Option | Filing needed | Latency to mainland users |
|---|---|---|
| Mainland China region | Yes | Best |
| Hong Kong | No | Good |
| Singapore | No | Acceptable for many uses |
| Europe or North America | No | Poor |
For most teams testing the market, Hong Kong is the right starting point. Move to a mainland region if and when the market justifies the filing.
Practical considerations
- Domain matters. A filing is tied to a specific domain, so plan the domain before starting.
- Content is regulated. Anything hosted in mainland China is subject to local law.
- Third-party services. Analytics, fonts, maps and CDNs that are slow or unreachable from China will undermine local hosting entirely. Audit every external dependency.
- Real-name verification applies to mainland services.
That third point defeats more China deployments than the filing does. A page hosted in Shanghai that loads fonts from an unreachable host is still slow.
Where Alibaba Cloud fits
Alibaba Cloud has the strongest regional footprint across Asia Pacific and is the natural choice when proximity to those users is the reason you are choosing a platform at all. If your users are in Europe or North America, the regional advantage disappears and the established platforms win on ecosystem depth. Common questions
Do I need a filing for Hong Kong?
No. The requirement applies to mainland China regions.
How long does a filing take?
Weeks rather than days, and it varies with the completeness of your documentation.
Can I get a filing without a Chinese entity?
A local entity or a sponsor arrangement is generally required. Confirm current requirements before planning around it.
