Oracle Cloud vs Hetzner: Free Tier Against Flat Value

These two attract the same cost-conscious buyer for different reasons. Oracle Cloud offers a genuinely useful perpetual free tier; Hetzner offers the lowest reliable price per core in Europe.

Quick comparison

Oracle Cloud Hetzner
Free tier Always free, useful allowances None
Paid compute price Low, Arm especially Very low
Capacity reliability Free tier is best effort and often unavailable Reliable
Bare metal Available Core product, plus auction
Regions Global Germany, Finland, limited others
Managed services Full enterprise catalogue Infrastructure essentials
Accounts here 2 configurations from $45 3 configurations from $50

The free tier caveat

Oracle’s always free allowances persist rather than expiring, and the Arm-based Ampere allocation is large enough for real workloads. The catch is capacity: free provisioning is best effort and frequently fails in busy regions with an out-of-capacity error.

For a hobby project where an occasional failure to launch is tolerable, this is excellent. For anything with a deadline, it is not a plan. Upgrading to pay as you go removes the constraint and keeps the free allowances. See Oracle always free tier.

Hetzner’s proposition

No free tier, but prices low enough that the difference is often academic, and capacity you can actually provision. Dedicated root servers and the auction market extend the value further for steady workloads. See cloud vs dedicated.

Where each genuinely wins

Oracle Cloud if you need a global region footprint, managed enterprise services, Oracle Database, or a persistent zero-cost environment and can live with capacity variability.

Hetzner if your users are in Europe, your workload is steady, and you want maximum capacity per pound with predictable provisioning.

Arm on both

Both offer strong Arm options. Oracle’s Ampere shapes are aggressively priced; Hetzner also offers Arm instances at low cost. The validation work of confirming your stack runs on arm64 is done once and applies to both. See Ampere Arm instances.

Verification

Hetzner’s identity verification is strict, with manual review common for international customers. Oracle’s sign-up is more conventional but the trial requires a valid payment method.

Our Oracle Cloud listings cover a $300 trial configuration and an upgraded pay as you go configuration from $45. Hetzner listings cover 5 server, 10 server and open port 25 configurations from $50.

Which should you choose

  • Want something permanently free? Oracle Cloud, accepting capacity variability.
  • Steady European workload, want reliability? Hetzner.
  • Need global regions? Oracle Cloud.
  • Need managed enterprise services? Oracle Cloud.
  • Bandwidth-heavy delivery? Both are generous; compare specific terms. See egress costs.

Common questions

Can I rely on the Oracle free tier for production?

Not for anything with availability requirements. Upgrade to pay as you go for capacity priority.

Is Hetzner cheaper than Oracle paid compute?

Generally on x86. Oracle’s Arm shapes are highly competitive, so compare the specific shape.

Which has better support?

Oracle offers enterprise support tiers. Hetzner’s support matches its price point.
