Quotas vs Credits: The Two Limits People Confuse

When people compare cloud accounts they usually compare credit balances, because it is the most legible number. It is also the number least likely to be the thing standing in their way.

The distinction

Quota Credit
Controls How much you can provision at once What your usage costs
Scope Per account, per region, per resource type Per billing account
Runs out by Launching resources concurrently Spending, or expiry date
Failure mode Launch fails outright Billing resumes at standard rates
Raised by Requesting an increase, reviewed Buying more, if offered

The key line is the failure mode. A quota wall stops work. An exhausted credit balance just means you start paying.

Which one is your constraint

Ask what would actually block you tomorrow.

  • “I cannot launch the instance I need” is a quota problem. More credit does nothing.
  • “I can launch it but cannot afford to run it” is a credit problem.
  • “I need eight GPUs simultaneously” is a quota problem, and often a capacity problem too.
  • “I need to run a modest stack for six months on a fixed budget” is a credit problem.

Sizing a credit tier honestly

Divide the balance by realistic monthly burn and compare against the expiry window. Credit you cannot spend before expiry is worth nothing.

Monthly burn 1K balance 5K balance 25K balance
$150 Over six months Beyond most windows Unusable
$800 About a month Around six months Beyond most windows
$4,000 Under a week About five weeks Around six months

GPU work consumes balances fast. A small web stack will not get through a large balance before expiry.

Sizing a quota tier honestly

Count peak concurrent resources, not total over time. Include anything that briefly co-exists during a deployment, and remember quotas are per region and per resource family. Detail in AWS service quotas explained.

The third limit: capacity

Occasionally you are within quota and still cannot launch, because the provider has no capacity of that type in that zone. This is common for accelerators and for free-tier resources such as Oracle’s Ampere shapes. Quota is permission; capacity is availability. See Oracle always free tier.

How our listings describe each

Configurations across the catalogue state whichever axis is meaningful for that platform: vCPU ceilings and credit tiers on AWS, credit tiers on Google Cloud, server counts on Hetzner, Droplet counts on DigitalOcean, and daily sending limits on Amazon SES. Put two side by side on the comparison page.

Common questions

Do credits raise quotas?

No. They are unrelated systems on every major platform.

Can quotas be raised after purchase?

Yes, by request to the provider, subject to review.

What happens when credits run out?

Billing continues against the payment method. Set an alert that fires while credit remains.
