Azure and Oracle Cloud both sell to enterprises, and both have a strong argument that rests on existing licensing rather than infrastructure quality. Which argument applies depends on what your organisation already runs.
Quick comparison
| Azure | Oracle Cloud | |
|---|---|---|
| Strongest with | Microsoft estates | Oracle Database estates |
| Licensing benefit | Hybrid Benefit, Windows and SQL | Native Oracle Database licensing |
| Free tier | Limited, mostly time-boxed | Always free, genuinely useful |
| Compute price | Standard enterprise pricing | Often lower, Arm especially |
| Egress | Metered | More generous |
| Ecosystem | Very large | Thinner |
| Accounts here | 4 configurations from $25 | 2 configurations from $45 |
The database question decides most cases
Running Oracle Database elsewhere brings licensing complexity and cost. On OCI that friction largely disappears, and for organisations with significant Oracle estates it is the whole argument.
Equally, running SQL Server and Windows Server on Azure with Hybrid Benefit applies licences you already own to cloud compute, which frequently makes Azure cheaper than a headline comparison suggests. See Azure Hybrid Benefit.
If you run both, note that the two vendors have interoperability arrangements; evaluate them rather than assuming a single platform must win.
Where Oracle Cloud is quietly strong
- Always free tier that persists rather than expiring, with a useful Arm allocation. Capacity is best effort. See always free tier.
- Arm compute priced aggressively. See Ampere Arm instances.
- Egress allowances more generous than most. See egress costs.
Where Azure is ahead
- Identity and productivity integration through Entra ID and Microsoft 365.
- Governance across many subscriptions and environments. See Azure hierarchy.
- Ecosystem and hiring. Far more engineers have Azure experience than OCI experience, which shows in ramp-up time.
- Service breadth across the general catalogue.
Account options on BuyCloudAccess
- Azure accounts: 4 configurations from $25, trial and pay-as-you-go with $200 credit plus larger credit tiers.
- Oracle Cloud accounts: 2 configurations from $45, a $300 free trial and an upgraded pay as you go option.
On both platforms, credits are separate from quotas. See quotas vs credits.
Which should you choose
- Oracle Database estate? Oracle Cloud.
- Microsoft estate? Azure.
- Neither, and cost matters? Oracle Cloud on price, but weigh the ecosystem gap.
- Neither, and hiring matters? Azure.
Common questions
Can I run Oracle Database on Azure?
Yes, with licensing considerations, and interoperability arrangements exist between the vendors. Evaluate the specific licensing terms.
Is OCI genuinely cheaper?
On compute and egress it frequently is. Total cost depends on licensing and on how much staff time the ecosystem gap costs you.
Which has the better free tier?
Oracle Cloud, clearly, because the allowances persist.
